I would also recommend a rewrite. Re-design using Object Oriented Analysis and Design techniques (OOAD).

Get a commercial, bulletproof framework. Why re-invent the wheel and take care of logins, users sevurity, dealing with data access and resolving multi-user conflicts, etc., etc.
A framework does that for you and lets you spend your time in converting the business rules and real logic of your app.

If you plan to do something simple like recompiling your FPW2.6 screens and PRGs you will not be satisfied with the result. Then why migrate at all?
