An OO framework is a set of classes and objects that allow you to create a consistent, high-quality interface in a shorter time. It strongly helps the concept of Reuse.

You can create your own framework or use a comercial one. There are a couple of goods ones that are actually free.

At a minimum, a framework will give you the basic functions most if not all of your programs will need. A basic architecture that will take care of such mundane things as user login, form management, multiuser conflict resolution, etc.

There are many different types and philosophies in frameworks. It is very hard to recommend one as it depends a lot on your knowledge, your needs and your programming style. Choosing a framework is an important decision that should not be taken lightly.
