You should also give them access to the View/Toolbars option so that they can restore the toolbar if they accidentally close it.

AFAIK, using MODIFY REPORT within a VFP app is perfectly legal. If it were not, you'd probably receive a "Feature not available" message at run time. Since this isn't the case, I'd assume that there's no restriction here. I would defer, however, to anyone from Microsoft as the final authority on this.
