Sure.. This is a common Hebrew writing style. State something, then restate it again. You'll see it all through the Old Testament, particularly the Psalms.

I'll try to do a little digging and see what some commentators have said about this if you'd like.

Check out 2 Peter 1:21: "For the prophecy came not in old time by the will of man: but holy men of God spake [as they were] moved by the Holy Ghost."

The general 'notion' is that the words are 'God breathed'.
