Just a thought from recent experience.......

My 13 year old (in the 8th grade) just did some in school suspension for being heard saying damn. There is no doubt that he hears a lot of cussing at his school, we are having to deal with that as a probelm in our house, but, at least in our community, cussing is not ignored by the teachers and not accepted as a normal part of being a teenager.

I'm sure it might be different elsewhere.
