I could see this happening if you have the comments in the page header, or group header and are re-printing the group header on each page, and the comments are just about long enough to fill the page. If the VFP thinks there's enough room for the detail, but then there's something in the detail that stretches, so it starts another page, well, the whole thing starts again...
