To add to David's answer:
Both the UT and the Wiki are using West Wind's Web Connect software for putting VFP apps in the web.
When IIS gets a wc.dll URL hit it passes this to wc.dll, which is Web Connect's ISAPI connector.
The first word that comes after the question mark is the first parameter and it identifies the name of the VFP program to run. All other parameters are separated by tildes. The second parameter in the URL identifies the method to run whithin that program. Other parameters are the params passed to that method.
