Check for a config.fpw file with SCREEN=OFF in it in the directory the app runs in or that somehow got included in the app. This is used for top-level forms - i.e., to turn the main VFP window off. It wouldn't turn it off if called from VFP, it just wouldn't show it in a runtime.
