I'll have to hazard a SWAG, but since the Explorer is a component, it probably wasn't modified to use the appropriate function call (in this case GetDiskFreeSpaceEx). Both 95B and NT 4.0 have access to this function. FWIW, even components, such as the Windows Script Host (which didn't come into being until well after Win95 OSR1), don't properly report disk space over 2gb on Win9x.

I wouldn't be terribly concerned about the limitation with VFP. If it begins a copy operation, for example, this shouldn't cause a problem.
