Your System Idle process will always be between 90-99% if you don't have programs or applications running in the background.
It's just telling you that 99% of the time your CPU isn't doing anything.

Since you've added the RAM, have you increased the pagefile (ie. virual memory) size accordingly?
How big is the hard drive/partition where you have the OS installed?

I too have run Windows 2000 Sever with 128 MB without much problem at all.

Have you checked the event viewer, specifically the System log, for errors during startup? If you haven't completed all the setup steps, Windows could be waiting for a service to startup that isn't completely configured, therefore appearing to hang.
