I just did that some months ago, the 'trick' was to use a separate resource file (like foxuser.dbf) set up the report designer toolbars so that they appear then I SET RESOURCE OFF then renamed it repdesig.dbf (or something like that). Well with that file as my report designer resource file in my program I SET RESOURCE TO REPDESIG.DBF just before I MODIFY REPORT myreport and the toolbars appeared just as I set them up. Then, when I am done with MODIFY REPORT I SET RESOURCE TO apprsrc.dbf (my application resource file).

I didn't find the file so try it yourself until I find it and send it to you.
