Since I am an independent developer I applied for a "GST" number in Canada(a federal tax on retail goods AND SERVICES).
I found out about a program that allows "resellers" to get Microsoft software at lower prices.

I applied for a "PST"(a provincial tax on retail goods NOT SERVICES) allowing me to become an "Official Reseller" of Microsoft software.

This allowed me to purchase Office 2000 developer edition and MS Visual Studio 6 Enterprise Edition for less than $800 Canadian.

Maybe a "reseller" program like this is available in the USA.

Maybe this is a route you might want to consider.
