What I do in cases like this is create a simple batch file (some people still use them!) and in the batch file have the copy command (this is useful for creating shortcuts to applications after install.) You can force the batch file to run on setup because at the end of the setup wizard it asks for the name of an executable file to run after setup. I enter the name of my batch file. The batch file is included in the setup directory so it gets installed to.
