I use FoxPro2.5. Sure, report designer does not have the same interface/design capabilities/grahpics capabilirties as in VFP.
If I need analog of "when", I use iif() condition in the expression box. If I need summary/totals for selected by iif(), I use additional report variables.

However if you can do everything what you need with VFP, I would not use the old stuff.
