Just my £0.07 worth here.

I almost never use select statements when the data is this fuzzy.

If you just need to do a one off translation of the data and don't mind waiting for it then write a scan loop with a series of case statements for the logic that you have established so far.

Then just hone the logic down until you get fewer and fewer unmatched records.

>This may sound silly but the only basis here is that I know the reocrd exisit in my look up table. I know it is there somewhere but it has a MID that i a little different from the one I was provided with. I am looking for something close in most cases but can't always rely on that becasue there may be a 555585555 and a 555595555 that are two totally different people. As far as the MID length, it can be 1 to 16 characters in length. The only rule there is in this case is that the MID can have a length over 16 characters.
