I think you are referring to Maximum Design Area setting. Go to Menu/Tools/Options/Forms/ and select bigger size for Maximum Design Area (800x600, 1024x768, etc) and then click on Set As Default button. Other than that, you can resize the Form Designer window, use its scroll bars or move the form inside the Form Designer window.
