From what I've learned so far, there are two issues here - one would be to install the MSDE on the target machine (or check if it already has a connection to a full-blown SQL server), and the other would be to run a script to it to create your database with all the tables and other stuff on it, and eventually port the lookups you may want to include in some suitable format (text files, CSV files or even .dbf files).
Wrapping this all into a foolproof install package is beyond me.
