I think you are in a bind here especially if your VFP report depends on the data environment set up in the currently running db4 program. I would think the db4 program can not natively run a VFP report form. This leaves your only other choice of using a RUN command within db4 to call a VFP EXE to run the report. Under that circumstance, you do not have access to the current db4 data environment.

The only other option is to create the report in db4. I don't think any future version of VFP would help either.
