For what you need it? VFP DLL is for COM objects only. You cannot build DLL like in the C++ or Delphi that exports its functions.
To make VFP COM DLL, create project, create class in the project that is OLE PUBLIC, compile project into DLL than. After compiling you will have some additional options available for such project, when you chenge them - recompile project again - you're there.
