We ran into something similar a while ago. Unfortunately I don't know the exact technical answer as one of my network engineers figured this out. It did have to do with how the control was being registered in the Citrix server. I guess there are different means of registering things on a Citrix server. You need to make sure the registry entries for the object are available to ALL users and not just one.
