No, but the structure should be something like this (IMHO)

CREATE TABLE states ;
   (cCode C(2), ;
    cName C(20), ;
    lUS L, ;
    lCanada L, ;
    lEnabled L)

This table gives you a lot of flexibility on how you want to present the list. I think I just read it out of the phone book last time I needed to come up with it....
