I'm running Microsoft Small Business Server on my NT server at home office, so it has Proxy Server built in (and also Winsock Proxy).

A quick look at your local software store will probably reveal at least 2 or 3 competing "gateway/proxy" products, such as WinGate and I don't remember the names of the others. Last time I looked they were priced at $50 or less, so you should be able to get up and going inexpensively.

You MAY also be able to use the Internet Connection Sharing feature of Windows 98 SE, but I'm not sure that it will handle cable modem, or if it's just for dialup. I've used it in a dialup situation with two Win98 machines, and it worked just fine.
