In VFP5 the Justext() function isn't built in yet. But it is in FOXTOOLS.FLL.
So do a SET LIBRARY TO FOXTOOLS.FLL then you should have it also.

The function is designed to deliver the file extension part of a filename, though all what is right of the rightmost dot.
