The fact, that the full duplex setting brings the data throughput down seems to indicate that either there is a hub between, that can't do full duplex, that one of the network cards can't do it or the quality of the cabling is rather bad.

Full duplex sending tends to force more data collisions on the network, so it may as well reduce the overall data transfer speed because a lot of packets have to be send more than once.
