GLOBAL.ASA is primarily a configuration file for your web server. It should be placed in the root of your web. Your web server will look at this file and executes any code in the Application_OnStart Application_OnEnd, Session_OnStart, and Session_OnEnd at the appropriate time.
However it does serve a dual purpose. Developer tools like InterDev and Frontpage use the Application_OnStart to save database metadata (ODBC connection strings and such). As a repository for this database information, your developer tool will read this file from your local machine in order to get the database connection info (i.e. see the Interdev data view window). Its easier to see than to explain.
