Check your PWS advanced properties. I use interdev and can right click a page and view it. Make sure that enable default document is checked and you have these two listed Default.htm,Default.asp. Also in the virtual directoriy window right click the home directory and read and scripts should be checked. Then do the same for _vti_bin in _vti_adm and _vti_aut the check boxes for tese should be execute and scripts only. All other _vti+* directories should have nothing checked.

However I am using WinNT 4.0 with SP6a and have the NT option pack installed. You can use it on 98 and download it here...

Also get the latest Internet explorer.

I had the same problem until I did all of this even on WinNT.
