Run xp_cmdshell 'dir c:\*.*' and check if directory C:\1\ is visible.
Also you can try xp_cmdshell 'dir c:\*.* > c:\dir.txt'.
Maybe SQL Server login just doesn't have rigts to c:\1\ directory.
