There were several science fiction articles (Analog Magazine) about 20 years back that discussed this concept. Essentially you needed (as they surmised with some apparently good physics) to get the strands long enough to provide constant tension. The problem was the tensile strength of those strands. The articles typically tended to think in terms of diamond strands..
Interesting concept - one I think would never work but fun anyway...
