Put

KEYBOARD "{CTRL+F10}"

command before report form command.

You can also try to use resource file for this - after first running of report maximize it manually. Than close, it, close application, open resource dfb file and mark appropriate record as read only. You will require to provide that resource file to all clients of your application, however. Advantage of second approach is that report never flicker when opened (users don't see maximizing process), it just open maximized.
