Given that you are interfacing this with MS Office, the suggestion that another post made, of considering VB, might have some additional merit since most of the office products use VBA as a macro programming language. Just something to think about -- will your design lend itself toward a "bleeding" of the app functionality (office functionality and the form's functionality)?
Having said that, the VB form instantiation is somewhat quicker than VFP when data is not involved. I haven't benchmarked either against Delphi but from all accounts it's the quickest.
