Welfare and all that goes with it is a failure and leads to failure of the individual that is a part of it. If vouchers were given here in the San Francisco Bay Area that would be a problem for those on welfare. A one bed room unfurnished apartment goes for $2400. I see no simple solution to the problem of welfare.
