Another issue with housing in my area is that you have to have a good credit history. We have a Canadian working with our group who makes about $120,000 a year and cannot qualify for an apartment as he has no credit history in the United States. I cannot imagine a welfare person having a credit history that will allow them to qualify for housing in the Bay Area.
