Asdide from what Eric suggested, the correct mechanism is to create a Registry key value with a unique name beneath the HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run registry hive whose value is the command line for the app you want to launch. The Startup menu may only apply to the current user depending on OS version and configuration, since at least potentially each user has its own Start Menu.
