I have discovered the problem before your good explanations. The .exe path, was in CAPITAL LETTERS, I have changed it to lower letter's and it's now working fine.

I am not using the RUN command cause the .exe file is local, but on some machines the path to the data needed to that .exe file is in some UNC network drives (not mapped to a letter drive)
