I've never needed this but off the top of my head I would say you should figure out how many records fit on one page. Let's say that number turns out to be 25. Now let's say you only have 3 records to print. Fill up the cursor that runs the report with 22 empty records. Now you will have 25 records to report even though only 3 contain data.

There may be a better way though.
