At present you have few development options for CE... You can try the the embedded C++ or VB tools, relying on ADO and/or the pocket Access tables. I found this quite a struggle. If you could do apps with FP2.6 for Dos (or Win3.11 I see) you could easily port database apps directly or write true data apps using local tables that can then be synchronised.
I have a horrible feeling that the watcom memory fudger may mess it up as you suggest, though...
