What? You mean Ted's idea? I don't think there's anything proprietary about them. Here's the e-mail from him:

I haven't looked much at HTML Help since I did my presentations on it, but
there is a way to set up a page with frames to hold the TOC and topics. You
can look at the source to my web site at
http://people.ne.mediaone.net/tedroche/TRoche/HTMLHelp/Main.html - the pages
aren't working since I moved to a UNIX server, and I haven't gotten around
to taking a look at this set of pages yet, but you should be able to get the
general idea...
