We have a hospital system that purely runs on a LAN environment - 120 users at least. My observation is that, your Server and Workstations should be both fast enough for your system to work well because VFP database is not C/S in nature. OTOH, for C/S databases as long as you have a well equiped server, your system will survive even without fast workstations.
