I heard something about this at DevCon 98 (I think).

VFP uses two types of windows when it creates forms with scrollbars. The decision of which window to use is done before the form starts to instantiate. Because of this, to get Scrollbars, you must set the property in the property sheet. Dynamic configuration is not available.
