I got an even better solution from Rick Strahl last night, but it only works in IE.

http://localhost/help/index.htm?page=topicfile.htm

Just change the name of topicfile.htm to whichever topic you want displayed. Although this worked for me using localhost, it didn't if I entered the full pathname on my local drive into the browser. In Netscape, you just get the index topic no matter what.
