But when I installed on user's machine it is not working. It does not give any error also. And if I double click in AKPHELP.CHM from windows explore it works. So there seems to be no problem with .CHM file.

You also need:
FOXHHELP.EXE
HHW.EXE

The FOXHHELP.EXE must be registered with FOXHHELP /regserver.
