You can have IE do this for you:

o Add the page to your favorites

o Right-click on the item in the favorites menu and select "Make Available Off-Line"

o Right-click on the item in the favorites menu and select Properties

o On the Download tab, you'll find a section that says "When this page changes send an e-mail to:"
