Don't know - I haven't tried. We ended up working around it by manually running the commands in the batch file (a lot of fun, dictating the commands over the phone for the user to run in the DOS box).

However, based on everything I know about the command prompt, I see no reason to believe another batch file would work differently. That's why I'm having such a hard time with this :-)

The batch file title and copyright notice do not appear, it seems clear that her machine is not attempting to run the file at all.
