I've seen this too, it was a network problem rather than FOX though, so I started testing the printer names to make sure the user had the correct info on the printer. I created a table of valid printers and compare them to the requested printer and the user's printer list, too.
//mycomputer/myprinter is the share name, but the owner might call it MyLaser and the client might call it Mike's Laser. Suddenly the report prints on the default printer after giving error messages !
