I tried that within the code and got a -1 from my execute. I didn't get any records from that.
I then tried to do the same thing in the Remote View designer and I get this error:
Connectivity Error: [Microsoft][ODBC driver for Oracle] syntax error or acess violation

I have tried the date as {^12/15/2000 11:59:59} and like {^2000/15/12 11:59:59} and like {^2000/12/15 11:59:59}
and I have the <= symbol before it.
