Yep, that's called a "Builder lock". On the Form Designer toolbar it's the usually overlooked (*bg*) icon with this magic whatever you call it in English thing on it (the scond button from the end). To enable this option by default you can check the option in Tools > Options > Forms > Builder lock.

Drawback: Every builder is launched. Place a listbox on the form and you get the listbox builder. If you want more control, you must disable the standard builders and call them via the menu or directly instead of using the right-click menu.
