I don't know if you have tried this already (or even if it will work) but here goes...

Fox reports still contain some default printer info in memo fields - I think this harks back to the days of dos and foxuser storing printer drivers.

open the frx as a table (ie use reportname.frx)

Then delete the contents of the tag and tag2 memo fields on the first row (There is another one but I can't remember its field name).
give it a whirl.

Only problem is that if you then modi report, Foxpro adds these memo fields back in.
