I think NetLib people is a bit off with that prize. Maybe they've found a niche where they can really sell it, but I can't imagine it.
For what I know, Cryptor is much used. I never heard about the other one, so you better research a little about it.
In my experience with NetLib, and as far as I know Cryptor is the same, there is no performance penalty at all. Indeed, it surprised me, but we never noticed ANY difference.
