Like James suggested, I'll suggest xCase. You can download an evaluation copy that will limit you to 5 tables.

It is the only ERD tool that works specifically with VFP tables. Tools like Erwin do not. It also includes a good reporting tool for tables, indexes and relationships. The view reporting leaves a lot to be desired (IMO). Overall, I would recommend it.
