Andrus, I've got two suggestions, neither very good:

First is to add the command you want to a popup menu that users can reach with a right-click on the modal form.

Second is to 'fake' your modal forms by not letting the form lose focus until the button that closes it is clicked. Then you would have all of your menu facilities available.
